be necessary to increase the amount to be imported from

India up to 28-32 chests per month; and the Government

cannot depend on seizures continuing on the same scale,

The Governor's reply to Colonial Office despatch

of 7th December was received in the Colonial Office on

the 4th of April. A copy of this despatch and its

enclosures are annexed. For comment see Section V. of

this Memorandum,

In the meantime a circular despatch was sent to

all Colonies on the 7th of October asking then to report

their opium requirementsin time for transmission to the League of Nations by 1st January.

On the 28th of November, the Governor replied by telegram that the maximum requirements of Hong Kong
